Celeste 8971ead306 main/cmake: add wrappers that export CMAKE_POLICY_VERSION_MINIMUM=3.5 
for use by aports that fail to build with new CMake 4 defaults

some aports have tests that invoke cmake, ctest3.5 should help here

merged together with the cmake 4.0.2 upgrade in previous commit
