4. dropped old PYTHON_COMPAT
2. fix LICENSE

chosen by
$ running rg SPDX-License-Identifier | cut -d ':' -f 3 | sort | uniq

3. sorted BDEPEND
4. removed expat from DEPEND as it is in COMMON_DEPEND
5. remove stray space from if clause
   - keep style consistent within the ebuild
