Problem: fixed order of items in insert-mode completion menu
Solution: Introduce the 'completeitemalign' option with default
value "abbr,kind,menu" (glepnir).
Adding an new option `completeitemalign` abbr is `cia` to custom
the complete-item order in popupmenu.

Problem: Cannot have buffer-local value for 'completeopt'
(Nick Jensen).
Solution: Make 'completeopt' global-local (zeertzjq).
Also for some reason test Test_ColonEight_MultiByte seems to be failing
sporadically now. Let's mark it as flaky.

Problem: The 'splitscroll' option is not a good name.
Solution: Rename 'splitscroll' to 'splitkeep' and make it a string option,
also supporting "topline". (Luuk van Baal, closes#11258)
Problem: When opening/closing window text moves up/down.
Solution: Add the 'splitscroll' option. When off text will keep its
position as much as possible.
Problem: Cannot translate lines in the options window.
Solution: Use the AddOption() function to split descriptions where indicated
by a line break. (issue #6800)

Solution: Get the translation for "local to" texts once and use them in many
places. Fix that 'whichwrap' is not a local option. (issue #6800)
